As an Information Technology Audit Manager and member of our Senior Leadership Team, you will oversee independent and objective audits of information technology systems that support the State of Maine’s financial reporting and compliance with Federal program regulations. 

 

Job Duties of the Audit Manager-IT position with the Office of the State Auditor:

The Audit Manager- Information Technology (IT) position is part of the Senior Leadership Team.  The position has the authority to direct multiple audit teams (approximately 6-8 staff members at any given time) to accomplish IT system audit assignments timely and effectively.  Primary responsibilities include:

  • planning and performing the Single Audit for the State of Maine with a focus on IT audit work to support an opinion on the State of Maine’s financial statements and issuance of reports on internal control and compliance with state and federal laws and regulations;
  • developing and managing effective and efficient IT audit plans for each of the specific assignments under their control;
  • collaborating with and reviewing the IT audit work of Principal Auditors, Senior Auditors or Staff Auditors;
  • representing the Office at entrance and exit conferences with the executive management and staff of other agencies and being responsible for dealing with audit issues presented at these meetings;
  • communicating effectively and explaining audit matters or findings to State agency leadership, program management, the Controller’s Office, and the Legislature as warranted;
  • involvement in personnel matters, including coaching and counseling staff, developing and providing trainings, and making recommendations regarding employee performance reviews and promotions; and
  • advising Senior Leadership regarding changes to policies and procedures that will improve the efficient operation of the Office.

 

Agency Information: The Office of the State Auditor is an innovative organization that acts as the independent auditor for the State of Maine.  The Office works with Maine State Government agencies to complete the State’s annual Single Audit, comprised of the financial statement and Federal compliance audits.  The Office has the statutory authority to audit all accounts and other financial records of State government, including any counties, municipalities, and any organization, institution or other entity receiving or requesting an appropriation or grant from State government. 

 

Mission Statement: The Office of the State Auditor provides independent assurance that Maine government is accountable to the people.  We examine whether funds are spent legally and properly, and that data and systems are secure.  OSA auditors perform their work in accordance with Government Auditing Standards.  We are committed to meeting the changing needs of the people in Maine.

 

The background of well-qualified candidates will demonstrate the following competencies:

·         Expertise regarding IT auditing standards, principles, techniques, methodologies, standards, and practices promulgated by the U.S. GAO FISCAM and the Information System Audit and Control Association (ISACA).

  • Expertise regarding AICPA/GAO auditing standards for governmental organizations
  • Expertise applying modern management principles, practices, and techniques
  • Expertise applying State and federal laws, rules, and regulations
  • Knowledge of diverse operational environments of other governmental entities
  • Ability to interact with all levels of government personnel and to effectively represent the Office
  • Ability to review the work of staff for accuracy, completeness, and conformance to auditing standards
  • Ability to analyze and evaluate complex accounting transactions, information technology systems, and systems of internal control
  • Ability to plan, organize, assign, and direct audit activities
  • Ability to assess audit risk and adjust to changes as necessary
  • Ability to present before Legislative committees and other high level meetings with State agency personnel
  • Ability to communicate effectively orally and in writing

 

Minimum Qualifications:

Bachelor’s Degree in Computer Science and/or Management Information Systems, or related fields such as Accounting or Business Administration;

-AND-  

At least 7 years of auditing experience or 5 years of experience conducting Single Audits, with at least 4 years of managerial experience.  Preference will be given to information technology audit experience;

-AND-

The candidate must also be certified as a Certified Public Accountant, Certified Information System Auditor, or Certified Internal Auditor.

  • Retirement Plan – The State of Maine contributes a percentage of pay to the Maine Public Employees Retirement System (MainePERS), on behalf of the employee. 
  • Gym Membership Reimbursement – Improve overall health with regular exercise and receive up to $40 per month to offset this expense.
  • Health and Dependent Care Flexible Spending Accounts – Set aside money pre-tax to help pay for out-of-pocket health care expenses and/or daycare expenses.
