Operations Project Specialist

Education:     Required - Bachelor’s degree in social work, psychology, business administration, non-profit management, behavioral health, or related field. Advanced degree preferred.
 

Experience:    Required - 3-5 years of experience in compliance, government grant requirements and reporting, quality assurance, or accreditation management (CARF experience strongly preferred); 3-5 years senior management experience in social services or behavioral health settings; Demonstrated success in policy and procedure development and implementation.
 

Skills:
•    Advanced experience creating formal policies and procedures.
•    Strong operational oversight experience.
•    Ability to coordinate new program launch and wind down services. 
•    Possess strong analytic and communication skills (both written and verbal) with experience in leading and presenting complex ideas/concepts to senior-level management.
•    Highly organized and experienced in managing diverse groups.
•    Excellent presentation skills.
•    Exceptional prioritization, critical thinking, and problem-solving abilities.
•    Proficiency with SharePoint, Microsoft Office suite, and Salesforce strongly recommended.
•    Ability to build collaborative relationships across departments and with external stakeholders.

Critical Action Items & Measurable Deliverables:

1.    Program launch:   Functions as the strategic leader who ensures that a new program- is successfully launched into the community by coordinating the efforts of various team members, supporting services and managing the launch process from start to finish.
2.    Lead and manage a portfolio of complex initiatives/projects that drive efficiency and innovation throughout the organization.
3.    Collaborate closely with leadership team members to identify the best project methodologies, ensuring alignment with internal goals and objectives.
4.    Create, maintain, and deliver detailed project documentation, ensuring compliance with project guidelines and protocols.
5.    Ensure timely delivery of projects, while mitigating risks and resolving issues to meet critical objectives.
6.    Regularly present project status updates to President (or designee), ensuring clear communication and transparency.
7.    Manage project scope and changes, ensuring all stakeholders are aligned and that changes are well-documented.
8.    Provide comprehensive internal quality control and oversight to drive service excellence and regulatory compliance across programs.
9.    Facilitate sprint planning, retrospectives, and lessons-learned sessions to enhance future project outcomes.
10.    Actively seek feedback to optimize project processes and ensure full understanding across all team members.
11.    Responsible for CARF Accreditation Management:
•    Lead division-wide efforts to obtain and maintain CARF accreditation, including oversight of documentation, preparation for audits, staff training, and development of corrective action plans.
•    Serve as the liaison between BCFS HHS and CARF representatives.
12.    Responsible for Policy and Procedure Development and Oversight:
•    Draft policies and procedures for all new awards, in accordance with grant requirements.
•    Draft training plans for all new awards, in accordance with grant requirements, and in partnership with Learning & Development.
•    Conduct regular reviews of existing policies to ensure alignment with operational practices and procedures.
•    Maintain Operation Manuals, Policies/Procedures, SharePoint (documentation system), ensuring all materials remain current and accessible.
13.     Ensures Compliance Monitoring:
•    Identify potential compliance risks and works with Sr. Leadership to develop mitigation strategies.
•    Work in collaboration with Learning & Development trainings on compliance requirements and process changes/updates.
•    Develop, revise, and implement organizational processes and procedures in response to changes in federal and state regulatory requirements.
•    Collaborate with leadership and frontline staff to ensure effective rollout and operational integration.
•    Tracks service delivery trends.
•    Acts as grant liaison ensuring grant opportunity deadlines are achieved.
•    Responsible for board book draft coordination on a quarterly basis.

Other Responsibilities:
1.    Draft position descriptions as needed
2.    Serve as a clinical resource for trauma-informed approaches, crisis response, and culturally competent practices
 

Requirements:
1.    Proven ability to manage multiple high priority tasks in a fast-paced, mission-driven environment.
2.    Work a flexible schedule including availability nights, holidays, and weekends – travel required.
3.    Pass a pre-employment drug screen and random drug screens throughout employment. 
4.    Provide proof of work eligibility status upon request. 
5.    Pass a pre-employment and biennial criminal background checks.
6.    Demonstrated excellent leadership skills through command presence and reinforcement of agency mission, vision, and culture to drive a passionate, engaged, and accountable workforce.
7.    Strong written and oral communication skills.
8.    Demonstrate the ability to: 
a.    Respond sensitively and competently to the service population’s cultural and socio-economic characteristics.
b.    Work collaboratively with other staff members, service providers and professionals.
c.    Organize and prioritize responsibilities and duties efficiently.
d.    Work independently with minimal supervision.
9.    Perform other job duties to benefit the mission of the organization.
