What will you do?

Bixal has an exciting opportunity to accelerate digital transformation in the federal government and enhance the quality of service delivery to the public. Collaborating directly with our federal partner, you’ll harness relevant expertise and innovative strategies to drive large-scale enterprise transformation and create customer-centric experiences. 


As a Program Manager, you will be a problem solver, a strong communicator, and both a confident and empathetic leader. The Senior Program Manager will work closely with a matrixed team to provide project oversight and ensure high quality outputs, and be adept at problem solving and risk mitigation, coaching and mentoring project team members, and hands-on project management.


Location

This role is a remote position with the possibility of travel to the client site located in Washington DC.

Responsibilities
  • Manage an information communications and website design and management program 
  • Provide overall project management, leadership, strategy, and direction 
  • Responsible for the overall day-to-day management of the contract using an Agile framework, to include technical management of all tasks 
  • Serves as the single point of contact for all customer issues or concerns 
  • Maintains a target profitability and oversees the project budget, including the approval and tracking of invoices and timecards 
  • Develop and execute project schedules and ensure delivery quality standards are met, including forBixal and subcontractor team members 
  • Manage a team of 25-50 employees in project performance 


Qualifications
  • B.S./B.A. degree in Business Administration, Education, Computer Science, or related field preferred 
  • 10+ years experience planning, conducting, and participating in information management-related projects. This experience must include at least three years with human services or public health organizations, with a preference for early childhood service delivery; three years of progressive supervisory management experience; and experience in budget oversight and management.
  • Experience working in early childhood development/education required
  • Relevant project management skills including cost/schedule management using earned value methods, risk/issue management, staff management, and project communications
  • Strong experience with the management of customer relationships and a demonstrated history of problem resolution across a range of issues
  • Demonstrated strong interpersonal skills, through experience collaborating with multiple external partners, including clear and diplomatic oral and written communication
  • Demonstrated ability in successfully managing and improving multi-faceted projects, including use of project management software, projecting project timelines and delivering products accordingly. 
  • Demonstrated ability to analyze, aggregate, and act on data gathered from multiple sources.
  • Demonstrated strong interpersonal skills, collaborating with multiple external partners, including clear and diplomatic oral and written communication
  • Ability to obtain a Secret security clearance
