About the Role
Citizen is seeking a Senior Recruiter to lead the full recruitment lifecycle for technical and non-technical positions across the organization. This role will collaborate closely with hiring managers and leadership to design effective recruitment strategies, attract top talent, and ensure a seamless hiring process.
This is a 6-month contract role with the potential to convert to a full-time position based on performance and company needs. The role will report to the Director of People Operations.
During periods of lower hiring volume, this person will also support People Operations initiatives — working collaboratively with the People team on projects like contractor compliance, onboarding workflows, and systems analysis to help scale the organization. This work may represent up to 50% of the role during quieter recruiting quarters.
Key Responsibilities
Recruiting
Own the full-cycle recruiting process from intake to offer for technical and non-technical roles
Source and engage passive candidates using LinkedIn, job boards, referrals, and other creative methods
Conduct structured screens to assess skills, experience, and fit
Manage interview logistics to ensure a seamless process for both candidates and teams
Partner with hiring managers to define hiring plans and align on best practices
Deliver timely, high-quality candidate experiences with clear communication throughout
Lead offer negotiation and close candidates in alignment with compensation strategy
Keep accurate records and pipelines in Ashby, and track recruitment metrics
Provide hiring trend insights and market feedback to stakeholders
Contribute to DEI goals through intentional sourcing and inclusive practices
Identify and implement improvements to streamline recruiting and scale hiring
People Operations (ad hoc, based on hiring volume)
Support consultant and contractor compliance operations
Contribute to system and workflow audits in tools like Rippling, Tilt, Ashby, and Slite
Assist with onboarding infrastructure and multi-state compliance documentation
Partner with the Director of People Ops on process updates and internal policy reviews
Key Qualifications
5+ years of full-cycle recruiting experience, with a focus on technical roles (e.g. engineering, data, product)
Strong sourcing skills and a track record of filling roles independently
Experience managing coordination and logistics for recruiting processes
Comfortable operating in a fast-paced, high-ambiguity environment
Strong interpersonal and communication skills, with experience partnering across teams
Proficiency with recruiting and operations tools: Ashby, LinkedIn Recruiter, Google Sheets/Slides
High level of discretion and ability to handle confidential information
Experience in early-stage or high-growth environments
Familiarity with hiring for non-technical roles (e.g. GTM, Ops)
Exposure to People Ops work (e.g. onboarding systems, compliance workflows, scaling processes)
