Job Description

Due to existing promotional lists, open only to DOHMH employees who are either permanent Administrative Manager – Non-Managerial formerly M1/M2 L2-1002C and Open to candidates who are permanent Administrative Community Relations Specialist.

The Center for Health Equity & Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith-based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well being of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration and Services. The division's Deputy Commissioner also serves as the Agency's Chief Medical Officer.

The Bureau of Finance, Administration and Services seeks to hire a Human Resource Business Partner . The Human Resource Business Partner will work the bureau(s) on the appropriate application of personnel policies, standards, regulations, procedures, and practices.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Partner with bureau(s) on the appropriate application of personnel policies, standards, regulations, procedures, and practices.
Prepare and monitor various personnel actions through all phases of approval. Screen, research, verify and contacts prospective employees to obtain pertinent employment information and/or documentation when necessary. On-boards HRTP Interns and ensure candidates are registered and enrolled in various systems.
Research data reports to assist staff with errors in employees' personnel record; submit service tickets to resolve errors on employee behalf.
Provide training to directors, supervisors and other staff in agency Human Resources policies and procedures.
Responsible for maintaining several internal personnel action trackers and division organizational charts. Participate with the Agency Race to Justice team and division's Race to Justice activities which may include collaboration on special projects.
Represent Director of Personnel at Office of Budget Administration (OBA) and Bureau of Human Resources meetings.
Liaise with oversight bureaus to ensure division compliance in all agency rules and regulations.
Represent BFAS at community-based/special events, conferences and street fairs to dispense literature and incentives to educate and provide services to improve populations health in disadvantaged communities.
Serve as a backup Employee Data Base (EDB) Coordinator in the absence of the HR Associate that includes ensuring information is entered accurately and in a timely manner for activations upon appointment and deactivations at the time of an employee separation from DOHMH. Attend and represent the division in Civil Service Hiring Pools.
Maintain confidential employee files.

ADM MANAGER-NON-MGRL FRM M1/M2 - 1002C

Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
