The Manager, Facilities Planning and Construction, under direction, provides management as the main liaison for facility planning and construction of new and renovation projects, including complex maintenance projects at Prairie View A&M University, including its farm, central utilities plant, WWTP, and two Houston locations.
This position may pay more than the salary listed above depending on the qualifications and experience of the selected candidate.
Responsibilities:
Planning and Space Management:
Coordinates moves assignments, oversees equipment and furniture moves.
Serves as the point of contact for the University in developing scope of work, preparing project estimates, developing and overseeing project budgets, developing and overseeing project schedules, reviewing and approving project designs, drawings, and construction documents.
Tracks work/space requests, monitors construction progress, and performs constructability reviews of projects during the design/planning process. Obtains cost estimates by coordinating work requests and purchase requisitions. Approves payment of selected testing services.
Design and Construction:
Coordinates projects with TAMUS and/or contracted vendors; includes contracted project managers.
Participates in pre-construction meetings and tours construction sites to monitor progress and adherence to project documents. Reviews bid proposals, tracks and confirms purchase order statuses, and coordinates furniture deliveries and installations with the contracted vendors.
Provides oversight of projects to ensure construction complies with agreed upon designs, safety measures, costs, schedules, and construction documents. Assists Project Inspectors and Managers with the interpretation of contracts.
Conducts walkthrough inspections and reviews and follows-up on punch list items to approved completion. Conducts project inspections for proper installation.
Meets with Executive Director and Project Managers; reports outcomes regularly. Participates in regularly scheduled construction meetings and maintains written records of work progress.
Standard Operating Procedures and Campus Standards:
Develops a five-year project master plan in coordination with the Executive Director for building sites and facilities for renovations, maintenance, furniture replacement, and improvement projects.
Development, improvement and implementation of campus planning and space management process, budgets, policies, procedures and campus standards.
Plans, implements, coordinates, monitors, and evaluates policies and procedures and monitors compliance with policies and procedures.
Other duties as assigned.
Required Education and Experience:
Bachelor’s degree in Architecture, Engineering, or Environmental Design or equivalent combination of education and experience.
Five years of related experience.
Required Knowledge, Skills and Abilities:
Knowledge of word processing and spreadsheet applications.
Knowledge of building systems, fire and life safety codes, building codes, and accessibility standards.
Strong background knowledge in facilities coordination.
Ability to multitask and work cooperatively with others.
Excellent verbal and written communication skills.
Ability to promptly respond to on-site emergency calls.
Ability to read and understand floor plans.
Required Licensing/Professional Certification :
Current Driver’s License.
Preferred Qualifications:
Seven years of related experience in higher education or equivalent. R1 or R2 preferred.
Licensed Architect or Engineer, State of Texas
Formal facilities management certification (CFM, FMP, CEFP etc.). Shall be required within 12 months of hire.
ICS 100, 200, 700, and 800 (Shall be required within 12 months of hire.)

Special Requirements:
Applicants with equivalent experience in lieu of a Bachelor’s degree may be considered. One year of the related experience is the equivalent of one college year. Applicants being considered for the equivalency must have four years of related experience to meet the equivalency in lieu of a Bachelor’s degree plus the minimum required years of experience. Applicants being considered for the equivalency must have a total of nine years of experience.
