Project Manager and Non-Standard Communications Lead:
Project Manager (Task Lead) shall be responsible for, but not limited to, the overall administrative, technical, cost, schedule, performance, and risk of the program/effort. The Task Lead shall manage this task order in accordance with an approved program management plan and report any significant deviations in the projects technical, cost, risk and schedule parameters immediately to the Contracting Officer’s Representative (COR).
Non-Standard Communications Lead, this role is to act as a manager, technical consultant, operational planner, and subject matter expert in Special Communications (SC) systems as well as all areas of traditional deployable Command and Control (C2) systems. NSC Lead will be responsible for formulating SC local policies, implementation plans, and objectives pertaining to Special Operations Force (SOF) Components, and Theater Special Operations Forces (TSOC) operations.
The primary responsibilities include identifying requirements, coordinating resources, developing community coordination packages, and implementing NSC and SC capabilities.
Typically supervises assigned staff, may include subordinate supervisors and managers.
Develops technical project plans, proposals, reports, task order, and administrative reporting.
May also perform high-level technical services on assigned tasks.
Conducts planning and provides recommendations to the client on task workload.
Manages risk tracking process.
Interacts with vendors, other agencies, and other SOF staff in support of USSOCOM J6X.
Coordinates the development of deliverables and products.
Ensures quality assurance of project deliverables.
Maintains current knowledge of relevant technology as assigned.
Participates in special projects as required.
Reviews future project requirements and develops strategies for future work.
Ability to effectively convey military Special Communications (SC) requirements, consisting of analysis during program/project development, coordinating attendance records, preparation of meeting minutes, publishing of action items supporting acquisition, and program and financial/budgetary issues.
Security Clearance Requirement: Top Secret/Sensitive Compartmented Information (TS SCI)
Required Qualifications for Program Manager, NSC Lead:
Bachelor's degree in Management, Computer Science, Information Technology, Computer Security, or Network Security.
15+ years’ experience providing support to Sensitive Activities conducted by SOF units or Commands at the O-6 level or above (Group, TSOC, etc.)
Minimum 5+ years of direct operational support to SOF units.
Executive and staff-level briefing and technical writing.
Thorough understanding of the Military Decision-Making Process (MDMP)
Certified Project Management Professional (PMP)
Recommend Qualifications, Knowledge, and Skills for Program Manager, NSC Lead:
GCOMMs/ECN experience
Experience in Research and Development activities that provide support for analysis regarding production planning documents and specifications
Graduate and/or experience in Advanced Special Operations Techniques (ASOT) or equivalent Interagency advanced skill associated courses
Experience in supporting and working with specialized military communications (SC) systems and protocols
Understanding of specialized communications practices of the US government designed for employment in OCONUS locations
Experience with and/or understanding of CUT or the following type systems (commercial messaging applications, VPNs, Open Source RF survey tools, and Open Source encryption tools)
Understanding of Military Communications Architectures
Extensive knowledge of the USSOCOM Core Activities and Operations
Familiarity with military and commercial satellite communications systems and architectures
Familiarity with commercial GPS tags and experience using Common Operating Picture (COP) software or COTs variants
