Review overpayments for possible inclusion in the Garnishment program. Ascertain whether there are sufficient wages to warrant garnishment action.
Verify current employment status and current address of claimants with overpayments; notify claimants of pending garnishment to recover monies owed to the commission.
Review overpayments for state and federal tax refund intercept eligibility, notify claimants of possible interception, and enter debt information into IRS website.
Issue notices of levy on wages to employers.
Answer claimant and employer questions regarding levies and assist employers in completing documents in compliance with garnishment law.
Take phone calls regarding overpayment and make payment arrangements with claimants to avoid garnishment when necessary. Post payments to the garnishment system.
Review employer’s tax debt for possible collection activity, including tax liens, bank levies, and tax refund intercepts.
Review tax debt for state and federal tax refund intercept eligibility, notify claimants of possible interception, and enter debt information into IRS website

Knowledge of state and federal regulations governing applicable programs; of accounting principles and theories; of financial statements and reports; of accounting ledgers and journals; of organizational theories and functions; of computer technology relating to accounting systems; and of the preparation of cases for legal proceedings.
Ability is required to prepare basic reports; to review and analyze financial information; to establish and maintain effective working relationships with others; to analyze and resolve complex situations; to conduct several projects simultaneously; to express ideas clearly and concisely, both orally and in writing; to serve as an expert witness in administrative hearings and district or federal court; to perform highly independent work; to make independent decisions; and to analyze and resolve highly detailed and complex accounting and financial problems.
Work is typically performed in the office setting with climate-controlled settings and exposure to noise levels determined by the office environment. While performing the duties of the job, the employee is required to talk, stand, walk, and reach with hands and arms requiring periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of the office machinery in accordance with safety and security protocols.
Level III: Education and Experience requirements at this level consist of a bachelor’s degree in accounting, business or public administration plus four years of experience in professional level auditing; or an equivalent combination of education and experience, substituting professional level public administration, auditing or accounting experience for each year of the required bachelor’s degree.
Level II: Education and Experience requirements at this level consist of a bachelor’s degree in accounting, business or public administration plus one year of experience in professional level auditing; or an equivalent combination of education and experience, substituting professional level public administration, auditing or accounting experience for each year of the required bachelor’s degree.
Level I: Education and Experience requirements at this level consist of a bachelor’s degree in accounting, business or public administration; or an equivalent combination of education and experience, substituting professional level public administration, auditing or accounting experience for each year of the required bachelor’s degree.
Computer Skills – Employee must be capable of proficiently using OESC’s standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed.
Employee must be capable of lifting, carrying, and moving objects of up to 25 pounds.
