ORGANIZATION SUMMARY STATEMENT

Position Overview and Key Responsibilities

The University of Maryland Department of Physics is seeking an HR and Payroll Manager to provide day-to-day coordination for the functions and responsibilities of human resources administration, payroll, and professional development for the department’s approximately 700 students, staff, and faculty members. This position requires excellent organizational skills, attention to detail, and the ability to communicate effectively with various stakeholders.

Key Responsibilities

*Oversee all payroll appointments with varying levels of complexity
*Coordinate support for core human resources administration and payroll functions, ensuring that processes are completed accurately and promptly.
*Frequently communicate with faculty, staff, and others in the department. Must be able to exchange accurate information clearly.
*Educate employees of system/data standards and best practices
*Be a subject matter expert for Workday HCM, monitoring new and future functionality
*Occasionally move about campus to manage paycheck distribution.
*Manage professional staff and work closely with the Director of Business and Finance to ensure compliance with HR and payroll policies
*Provide a high level of customer service to all individuals interacted with.
*Research payroll issues to find a resolution.
*Provide metrics to leadership.
*Other duties as assigned.

ABOUT THE DEPARTMENT OF PHYSICS AT THE UNIVERSITY OF MARYLAND

Housed within a large, diverse research university, Maryland Physics is one of the largest departments in the nation. Exploring more than 30 fields of physics, our faculty and students work together on some of today's most cutting-edge physics research. Along with a rigorous academic curriculum and an ideal Washington D.C. location, this productive research program forms the foundation of a first-class educational experience. Our undergraduates are sought after by premier graduate schools and a competitive marketplace; and our graduate students advance to challenging careers in government, industry, and academia.

The department is the administrative umbrella for the Joint Quantum Institute, the Quantum Materials Center, the Maryland Center for Fundamental Physics, and the Condensed Matter Theory Center and is a key part of the Quantum Technology Center, the Joint Center for Quantum Information and other entities. It is correlated with IPST, IREAP, LPS, JSI, and other centers. All of these strong partnerships increase the complexity of the department’s administration.

PHYSICAL DEMANDS

Sedentary Work: Primarily desk-based, requiring prolonged periods of sitting while performing tasks such as typing, filing, and using a computer. Repetitive Motion: Frequent use of a keyboard, mouse, and phone, which may involve repetitive hand and wrist movements. Occasional Lifting: Ability to lift and carry office materials, files, and supplies up to 20-25 pounds (e.g., boxes, office equipment). Standing and Walking: Occasional walking to meetings, interacting with staff or faculty, and attending departmental events or presentations. Visual and Mental Acuity: Requires the ability to manage multiple tasks simultaneously. Communication: Frequent verbal communication with staff, faculty, and campus administrators, requiring clear speech and the ability to hear and respond appropriately in correspondence, meetings, and discussions.

*Experience in HR and payroll operations in a university or other higher education setting
*Experience with visa processes (H1B, J1, 01) and I-9 compliance
*Strong organizational and time management skills
*Proficiency with HR information systems and payroll software
*Experience with Workday
*Master's degree in Human Resources, Business Administration, or a related field.
*Professional HR certification (e.g., PHR, SPHR).

Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university. Experience: Three (3) years of professional human resources or payroll experience. One (1) year leading or supervising professional staff. Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education. Knowledge of human resources policies and procedures, and federal, state, and other applicable human resources related laws, rules, regulations, and ordinances. Knowledge of payroll functions including preparation, balancing, internal control, and payroll taxes. Skill in oral and written communication. Skill in the use of Microsoft Office products. Ability to multi-task and prioritize assignments. Ability to interpret and apply policies, procedures, regulations, and laws.
