Pay Range

$160,890 - $204,036 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for a Deputy Radiological Operations Manager to coordinate activities, develop supporting processes, and monitor effectiveness of National Ignition Facility &Photon Science (NIF&PS) Radiological Operations and ES&H programs. This includes radiological protection and regulatory compliance. You will assist the NIF&PS Safety Manager to ensure the flow-down and implementation of institutional ES&H policies and programs in the NIF&PS line organizations, facilities, and activities, and serve as a NIF&PS point of contact (POC) for ES&H and Radiological/Hazardous Materials programs. You will provide consultative advice using leading-edge principles, technologies, and best practices. This position is within the Directorate Operations Group in the NIF&PS Directorate.

This position requires full-time on-site presence due to the nature of the work.

In this role, you will 

  • Support NIF&PS Radiological Operations Manager (NROM) in active management of a broad team of radiological experts within NIF&PS Radiological Operations including Rad Control Techs (RCTs), Rad Safety Officer (RSO), Deputy RSO, health physicists, nuclear engineers, and radiation transport/modeling experts. Additionally, manage the contribution from a broad team of indirect support radiological programs, including waste management, dosimetry, environmental/emissions support, and the Radiological Protection Functional Area.
  • Fill the role as Deputy Rad Ops Section Lead and Deputy Radiological Operations Manager, actively responding to emergent issues and maintaining 24-7 operations support as required, Additionally, this role will assure NIF&PS radiological safety standards are maintained at the highest level while supporting overall facility efficiency and effectiveness.
  • Lead NIF&PS Safety Basis Development (SBD) and management. This includes evaluating ongoing and planned actions against the SBD and assuring that NIF actions remain within NEPA and the Site-Wide Environmental Impact Statement (SWEIS) or managing modifications therein.
  • Act as NIF&PS Rad Ops and Safety Team Safety Quality Assurance (SQA) lead. Analyze software, perform grading and maintain compliance with the LLNL SQA program.
  • Work cooperatively with the ES&H Integrated Safety Team Lead to integrate, manage and optimize the contributions of safety experts supporting the NIF&PS Integrated Safety Team to develop and implement the NIF ES&H Program, including industrial/construction safety, radiological safety including ALARA, laser safety, ergonomics, and chemical/hazardous materials safety.
  • Develop functional and auditable processes (documented within procedures) to manage a wide variety of hazardous material use (H-3, Pu, Du, HEU, Be, TATB, etc.). Additionally functions include assisting the NROM to maintain the NIF Facility Safety Plan (FSP) and Appendix L (Rad/Haz Controls) of the NIF Operational Safety Plan.
  • Represent NIF&PS Rad Ops at engineering design reviews to ensure new programs and equipment are compatible with operating protocols, ALARA and safety goals.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Master’s degree in Health Physics or engineering discipline or related field or the equivalent combination of education and significant related experience.
  • Subject matter expert knowledge of ES&H theory and practice (including ISMS) with demonstrated expertise in health physics.
  • Experience managing projects, with demonstrated ability in determining how to prioritize and use resources to meet schedules and deadlines.
  • Ability to interact effectively with a wide variety of organizations including craft laborers, technicians, engineers, scientists and management in order to negotiate and influence job-related radiological operations and ES&H contributions and decision-making.
  • Expert communication, facilitation, collaboration, interpersonal and problem-solving skills necessary to lead a team, present and explain technical data, and provide advice and guidance to management.
  • Demonstrated ability to work multiple complex problems in parallel and develop acceptable solutions.

Qualifications We Desire

  • Knowledge and experience with nuclear transport modeling.
  • Professional certification or license in an ES&H discipline (e.g., CHP, CIH, CSP, PE).
  • Extensive ES&H Team field experience with advanced knowledge/understanding of LLNS/LLNL personnel and financial policies and procedures to supervise, lead and manage personnel including performance reviews and salary management and to oversee direct and overhead budgets.
  • Direct operational and technical experience at NIF or other highly complex experimental facility with round-the-clock operations.

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
