*THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $130,091.00*

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Office of Family Team Conferencing primary function is the facilitation of a continuum of conferences and other related duties as required in support of Child Protection divisional best practices. The FTC Deputy Director will be responsible for the daily operations of FTC units consisting of Conferencing Managers who supervise a team of 7 Child and Family Specialists (at capacity) who serve as “Safety Monitors” at critical touch points throughout a family’s experience with ACS. The Managers are to ensure support of the Division of Child Protection CFS by facilitating Initial Child Safety Conferences. It is in the ICSC that the CFS facilitates the development of a safety plan for children who are assessed and considered at risk. An initial child safety conference is only held when a child(ren) has been preliminarily assessed by DCP to be unsafe and require out of home care or court intervention.

The Family Team Conferencing Manager candidate will be responsible for, but not limited to, the following:

- Supervise Conferencing Manager(s) and their team(s) of Child and Family Specialists daily
- Ensure all Conference Requests are screened and assigned to a facilitator timely
- Ensure all Safety and Risk concerns are fully identified and addressed by the Facilitator in the
- Family Team Conference; If necessary, consults with Conferencing Manager prior to conference.
- Consistently apply and uphold agency policy consistent with Conferencing mandates.
- Maintain fidelity to the Family Team Conference Model/ Utilizing consensus decision making however when appropriate initiating a high-level review process when the conference decision falls
outside of safety and or policy.
- Review Emergency Home Studies (EHS) completed by CFS and Kinship Specialists prior to sharing with OPA for FCA assignment.
- Review criminal history, IC reports and Child Welfare history to approve or disapprove non-safety and safety waivers for placement in a resource home.
- Approve emergency funds requested and prepared by Child and Family Specialist
- Approve furniture items/clothing items in DOAS requested for kinship resources to meet the needs of the child(ren) in their care.
- Complete administrative functions including performing area data analysis.
- Coordinate and collaborate with Child Welfare Programs divisions and outside stakeholders including community organizations to support the integrity and purpose of conferencing.
- Exemplify leadership skills of effective communication, modeling, coaching, educating and support to foster quality supervision to subordinates on a regular basis, utilizing the Kadushin model of
supervision.
- Attend Inter/Intra-agency meetings to share information and develop policies and procedures.

Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional social services or related experience in organizations dealing directly with children and/or adolescents; such as (but not limited to) child welfare agencies, Day-Care, educational institutions, mental health groups, pediatrics, juvenile justice. At least eighteen months of the required experience must be in a supervisor, administrative, managerial or executive capacity.

2. Education and/or experience equivalent to "1" above. However, all candidates must have at least eighteen months of experience in a supervisory, administrative, managerial, or executive capacity. A Master's degree in Social Work may be substituted for one year of the required general experience.
